對換工作者的意義
APRC 持有者的工作許可豁免是具有轉型意義的。在此之前，APRC 持有者仍需申請「開放式工作許可」（開放式工作許可）——一個雖然很少被拒絕但仍需要文書作業的行政步驟。2026 年 1 月 1 日之後，APRC 持有者可以在任何領域、為任何雇主或自僱工作，完全不需要任何工作許可。
這實際上讓 APRC 持有者在就業自由方面等同於台灣國民。
學歷抵減制度
對在台灣求學的專業人才，這大幅縮短了居留要求：

7. After APRC: Complete Employment Freedom
What APRC Gives You
Once you hold an APRC, the employment landscape changes entirely:
- No employer-tied work permit. You can work for anyone, in any field
- Freelancing and self-employment are fully legal
- Part-time work is unrestricted
- Starting a business follows the same rules as Taiwanese nationals
- No minimum salary requirement — the minimum wage thresholds that apply to regular ARC holders do not apply to APRC holders
- Job loss does not affect APRC status — there is no requirement to remain employed
APRC Maintenance Requirements
APRC is permanent but not unconditional. It can be revoked if:
- You are absent from Taiwan for 5+ consecutive years
- Your average annual residence in the most recent 5 years falls below 183 days (exception: studying abroad, medical treatment, or other NIA-approved reasons)
- Criminal conviction or public safety concerns
- Fraudulent application materials discovered
Unemployment is not a revocation trigger. You can be between jobs for as long as you want, as long as you maintain residency.
Health Insurance Note
If unemployed, you must arrange your own National Health Insurance (NHI) premium payments — currently approximately NT$749/month. While employed, your employer handles this. During unemployment, you are responsible for continuing coverage.
7. APRC 之後：完全的就業自由
APRC 給你什麼
一旦你持有 APRC，就業格局完全改變：
- 不再有綁定雇主的工作許可。 你可以為任何人、在任何領域工作
- 自由接案和自僱完全合法
- 兼職工作不受限制
- 開公司遵循與台灣國民相同的規則
- 沒有最低薪資要求——適用於一般 ARC 持有者的最低工資門檻不適用於 APRC 持有者
- 失業不影響 APRC 狀態——沒有必須維持就業的要求
APRC 維持要件
APRC 是永久的但不是無條件的。以下情況可能被撤銷：
- 連續離開台灣 5 年以上
- 最近 5 年的年平均居留低於 183 天（例外：留學、醫療或其他移民署核准的理由）
- 刑事定罪或公共安全疑慮
- 發現申請材料有詐欺
失業不是撤銷的觸發條件。 你可以在工作之間待業多久都行，只要你維持居留要求。
健保注意事項
如果失業，你必須自行安排全民健康保險（NHI）保費繳納——目前約 NT$749/月。就業期間由雇主處理。失業期間，你負責繼續參保。

If you're a standard work-ARC holder approaching APRC eligibility and planning a job change:
- Apply for APRC while still employed at your current job
- Wait for approval (~14 working days)
- Then change jobs freely — APRC holders have complete employment freedom
- This eliminates all risk related to employment gaps, missing documents, and financial proof complications
